Return whether a thrown value is an all-failed stream error: the stream request completed and the server refused every submitted operation.
Prefer this over error instanceof AllStreamOperationsFailedError. It also
recognizes the error after toWarmHubError has normalized it and when
it was thrown by a different copy of the SDK, both of which instanceof
misses. Only the original error carries receipts, operations and
result; a normalized one keeps its code and message.
isRetryable returns false for these errors, so gate retry loops
with it.
